Another MET Standsted NTK

Hi

I received the NTK below. My husband was driving my car and stopped to get a coffee. The area by McDonalds was very busy so he parked by Starbucks which was closed. He was in the car park for 19 minutes. Unfortunately he paid for his coffee with coins from the car and no longer has the receipt. Like many others, he didnt notice the signs saying parking was only for Starbucks customers, just saw the sign said 60 minutes free parking.

I am getting confused by POFA and Non POFA. Am I right in appealing with the blue text in the NEWBEES Thread or do I need to have other reasons to appeal. Don’t know whether it is relevant I was out of the country at the time and have a flight confirmation to prove it.
