Hirer appeals - Change of tactic (BPA members)

i am seeing more and more BPA members go back to hire/lease firms when the hirer appeal is used
I think it is now time to scrap this appeal and do something very simple along the lines of
"The hirer denies any breach of any parking rules- Cancel the PCN or issue a POPLA code"
Once the POPLA code has been issued then at that point hit them with the non POFA compliance and the pcn should be cancelled due to lack of documents (either by popla siding with the motorist or the parking firm withdrawing
Thoughts @Coupon-mad and others?
