Ebay age conformation

Trying to buy some saw blades on ebay.
Won't let me make an offer as it says I need to verify my age.
How?
I can't find a direct method of doing it?
An Internet search tells me adding a credit card to my payment methods should do it but, after putting my card details in it tells me I need to confirm it's me with a text code but clicking that just gives me the "we ran into a problem. Please try again later" message (had that for 3 days now)
