DCBL notice of debt recovery

I parked in a car park where you needed to give a restaurant your number plate details. I did not realise this at the time and then received a parking fine. I rang the restaurant and they told me to email and they would sort it out. I emailed the restaurant 3 times and kept on getting the parking fines. Today I received a letter from dcbl debt collection advising pay £170 within 14 days. I am not sure what to do. Any ideas? Thanks
