Cannot add credit card to Apple Pay

                    I have been told by Halifax Clarity that they will not allow my credit card to be added to Apple Pay because my IMEI of a phone I bought brand new has apparently been associated with fraud
Having first wrongly claimed it was Mastercard who kept the data base they now refuse to tell me who has misinformed them and sent a deadlock letter
I will be complaining to the ombudsman but does anyone know what this database might be and who operates it.

            My best guess would be Apple, given you are trying to link to Apple Pay.

            The IMEI database is maintained by the GSMA according to this:

            I would go back to where you bought the phone. If it is that list, then clearly not a NEW phone.

 I now need to wait to see what the ombudsman says
 Just for clarity the phone had never been activated with Apple, was sealed boxed, zero battery cycles0
