Restriction on "transfer"

A property was bought under Right To Buy.
There is a restriction on the Title regarding "transfer" or "lease" whereby a certificate from the Council confirming an exempted disposal under Housing Act 1985 is required.
Is an "assent" captured under "transfer" and therefore a certificate would be required to be sent to Land Registry to transfer ownership to a beneficiary of estate?
