POFA compliant from Horizon?

A family member has fallen foul of a Horizon Parking trap. It is in the process of being appealed but given recent forum threads about the scammer's parking notices not being POFA compliant could I ask forum regulars to cast an eye over the back of the notice and comment on whether it fails to comply or not Many thanks

    I thought they'd fixed this? Must be using an old template.

    (2)The notice must—
    warn the keeper that if, at the end of the period of 28 days beginning with the day after that on which the notice to keeper is given

    Unless they posted it by hand, you've lost 1 or 2 days.

    What about the other side?

    I'd also say the 'Parking Charge' date was the date of the incident and implies there was a Notice to Driver at some point. This is a Notice to Keeper not a Parking Charge Notice. Makes it sound like you have 28 days after the parking event.

    You'd have to go through Popla and obviously keep quiet about the driver ID.

    That's a non-POFA NTK because they sent it too late. My relative has one exactly the same (Tesco Hove), sent on day 15.

    How I laughed!  :D

    I'm told Plan A was successful and the parking charge has been cancelled. Thanks for the POFA advice which would have formed a big part of a POPLA appeal had it been required.

    The PCN was issued by Horizon who infest a hotel car park which is said to be free for guests but apparently the scammers got it into their heads that didn't apply to my family member and sent a parking charge. Don't know for how much but as a "gesture of goodwill" this would be reduced to £25 to cover their admin costs if paid within a short time.

    May I ask how do you know it was 'sent to late'  as I cant see the front page showing any dates?  I ask as ‘ friend’ has just received one from Horizon, and it states the Breach date was 11th Nov, Issued 19th Nov, Received 24th Nov.

     Unfortunately it appears to have the right wording about the 28 days (‘presumed to be the second working day after the Date of Issue) ?
