Debt recovery - unpaid parking charge

I had a parking eye fine in March last year as I stayed in a Costa carpark for more than 90 minutes and didn’t put my number plate in the iPad in store. (I didn’t know I had to this isn’t a paid carpark). 
I went into Costa with the fine and explained I was a customer at the time. The manger took my fine letter and said she had informed parking eye to cancel the fine. 
Since then I’ve had no further contact from parking eye but this week have had a dcbl letter for an unpaid parking charge that o thought had been cancelled 18 months ago. 
Can someone please advise me do I pay this ? And if I don’t what happens

    Definitely NOT a fine,  just a private parking charge invoice from Parking Eye 

    Ignore the powerless debt collectors letters like from DCBL

    Put a written complaint in to the business and try to resolve it properly,  before any Money Claim arrives

    DCBL are still citing the Supreme Court ruling ??

    The Supreme court may well have said that the parking charge of £85 was OK but they added that the charge covered to operation of the scheme ..... DCBL ARE MISLEADING YOU AND THE COURT because they are using the Supreme court ruling to hide behind their FAKE ADD-ON ?

    They state it is DEBT RECOVERY but when DCBL issue a court claim, debt recovery turns into damages which is course utter rubbish

    Take no notice of that paragraph, it is pure fiction and judges are more intelligent and know all about the DCBL court timewasters

    The Supreme Court never made mention about adding fake/scam amounts ...... THE TICKET CHARGE COVERS THE OPERATION OF THE SCHEME...... That means that DCBL are going against the Supreme Court and expect a county court to do the same .... HIGHLY MIS LEADING

    I’ve had a look at this. Do I send my letter to parking eye or to dcbl ? As it’s been passed to them. The initial fine was over 18mths ago

    I m sorry if this is covered in the newbie post but I’m having trouble navigating it. 
    I have contacted Costa and they have advised me that the fine was cancelled by them but parkingeye charged me a £20 admin fee for doing this which they apparently would have informed me about in writing ( I didn’t receive this) and that the debt recovery relates to my not paying that £20 admin fee. 
    Costa have advised I contact parkingeye or dcbl to discuss this. Should I do this or do I ignore it ?

    There is no fine,  just an unpaid Invoice 

    The latter,  ignore Parking Eye and ignore the powerless debt collectors letters too

    Ignore DCBL.

    When you receive a letter from DCB Legal (different department of the same company) you can - if you want - explain and offer them £20.

    The alternative - which many people would still take - is to ignore and await a court claim that will simply be discontinued a few months after submitting the template defence online with the court.

    If you do decide to offer £20, they will probably refuse and demand £60 or £100.

    They're bluffing. Say it's twenty or nothing and you know full well they'll just make a court claim and then discontinue. They either accept twenty quid now or you'll offer zero on the court mediation phone call.
