    As long as he isn't watching live TV or iPlayer then I'd fill in the declaration and not worry if someone knocked on my door. I'd talk nicely to them, like I do anyone that knocks on my door. I wouldn't let them in, but then I wouldn't let any stranger in.

    In this case I'd be tempted to fill in the form/tell them I had just moved in and don't need a licence. If there are proceedings against a previous occupier then they need to go elsewhere if they want to trace that person, since the son is a new occupier who isn't even guilty of ignoring a letter, never mind watching live TV or iPlayer without a licence.

    I recall a letter being sent to my kitchen when I was a student (halls, individual rooms had bought a licence or declared not needed as appropriate) but it certainly never said anything like you have 10 days to pay.

    There's no issue with ignoring a TV Licensing letter - they have no legal standing.

    I get a letter "to the legal occupier" every month from TVL. 

    Never felt the urge to correspond with them. 
    Things that are differerent: draw & drawer, brought & bought, loose & lose, dose & does, payed & paid
