Another one - Carflow - Cambridge Leisure Park



Joy of joys - another PCN.

Summary of Incident:

• Parking session: Entered at 20:13, exited at 22:29 (ANPR records)
• Parking paid: £4.20 for 2 hours (evidence available - paid with RIngGo))
• Alleged breach: £2 underpayment (requested £6, paid £4)
• Reason: Insufficient payment for total time between ANPR entry/exit

Context and Mitigating Factors:
• Delay between Entry and Payment: Like every visitor, it took a few minutes to park the car, unload passengers, and complete payment using the on-site system. This is a normal part of the parking process and adds unavoidable time compared to ANPR clock-in, which Carflow’s system fails to account for.
• Delay after leaving the bay: Upon returning to my vehicle at the end of the paid period, I left the bay promptly, but remained with my car at the street entrance to pick up my friend, who was delayed as she had to visit two separate toilets (the first was out of order) before our journey home. I did not use the parking bay beyond the period I paid for. (as I was waiting outside the bay on the street - but clearly inside of the exit ANPR)

• Café/Leisure Use: During my visit, I spent nearly £100 at one of the centre’s restaurants. 

I have appealed to the landowner's managing agents (Savills) via email.

There are signs (I've always paid here before, but pay terminals are out of order/covered over)
