Camden PARKING charge notice

Hello. Received a parking charge notice but it looks very much like a council pcn despite the word being parking as opposed to penalty.
I have included photos of the ticket. 14 days of ticket being issued will be this coming Monday. Unsure of whether to appeal or ignore?

Really odd hybrid thing. It's completely unclear what sort of appeal is offered.
I do wonder if these are scams. Try ringing the number on Monday and record the call. These are odd.
If not, wait for the NTK if they are able to get DVLA data.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Looks like a "private but council happens to be the owner" location. No idea on enforceability though!0 -
Contract seems to be limited to permit parking or blue badge displayers only. No contractual term here for "no parking", so maybe there's another one?Two different contractual sums with no explanation wouldn't pass the CRA 2015.

Camden (a twisted nasty bunch who I have caught out lying before) have made code H3 up to suit themselves, it is not a recognised official code:It cannot be a ticket issued under a TOC so they are trying to apply dual standards.3
