Letter Before Action - Was delivering meal to resident at assisted living

I have an ongoing thread where I filed our Defence and we are waiting for a reply (https://forums.moneysavingexpert.com/discussion/6626484/defence-review-requested-following-claim-form-was-delivering-meal-to-resident-at-assisted-living#latest)
Now the same company (Civil Enforcement) have sent a 'Letter Before Action - Claim for Debt Unpaid Parking Charge Notine (PCN)' for the same type of 'offence' but a different date. As before my wife was delivering a meal to a resident in a care home.
Is this the same as Letter of Claim (LoC) or Letter Before Claim (LBC) as mentioned on Newbies thread? This letter is from Civil Enforcement not Gladstones, DCLegal, BW Legal or other solicitor. Should we write by email as per Newbie thread? There is no email address mentioned on letter from Civil Enforcement.
Any advice is appreciated.

If it gives 30 days notice and includes financial forms then it is a Letter of Claim ( LoC ) , used to be known as an LBC, or as an LBA, , same thing, different title
In which case email the LoC response template to them
The email addresses have been published on here numerous times recently, but should be in the thread by ChirpyChicken
No matter what they call it, the 30 days etc must be there, if not it's a debt collection letter, especially if they give 7 or 14 days5 -
And if you get a claim form use this thread to progress the defence.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
