Parking - Penalty Charge Notice

Firstly may I apologise if this is in the wrong place - I'm not sure where I should post it?
A couple of weeks ago, I recieved a parking fine...
I was at a football game, and parked up on a grass bank, along with literally hundreds of other cars - this is the norm for parking at this stadium (we have done it a few times before) which is situated on an industrial type estate.
My car was not blocking anything, and was not obstructing the pavement.
The ticket I had said that I was parked on a restricted street in prescribed hours, by the time I had returned to my car - most of the others had left. I could not see any other car which had received a ticket, and do not recall seeing a sign stating no parking?
On the notice, it says that I have 14 days to pay the reduced rate of £30 (which is tomorrow), after that it goes to £60.
2 questions:
I am starting to think that maybe it was because I was an away supporter!

2 questions:
- Do you think I have much chance if I appeal this?
- If I appeal, and this gets turned down - do I then have 14 days from the appeal date to pay the reduced fine or will it automatically rise to the higher amount?

1.it is always worth appealing
2. your fine "normally" (should state on your ticket), stays at lower rate whilst you appeal and if you don't win the appeal you then get to still pay the lower rate again check ticket for timescales
however, I don't see how you can now appeal if the fine is due tomorrow, you won't get a letter to them on time and within timescales I wouldn't have thought2007 £1749
2008 £291.99
2009 JanMasscara £7.00 Feb megcabot books x 2 £20 XFactor tkts x 2 £58.00 (couldn't go though as they only phoned on day :-( ) foundation £7.99
total so far for 09 £92.990 -
Thanks for your reply, I have just checked the council's website, and downloaded the appeal form - it also states that I am allowed 14 days again to pay the reduced rate, if the appeal is turned down.
I did think about the timescale of sending a letter, but on the challenge form, there is a telephone and fax number, aswell as email.
I will ring them and ask if they will accept fax or email.
Thanks for your help! - I just have to figure out my wording now!0 -
did you take a picture of where you were parked?
if not do you have anyone that you know in the area that could take a picture for you?
what stadium was it, maybe somone on here could help with letting you know of any local restrictions that they know about.
they might have meant to put a sign up but the department dealing with that might not have got around to it... wouldn't be the first time that has happened.
Good luck and let us know how you get on....2007 £1749

I didn't unfortunately - and half way home I thought of this... we lost the game and it was awful weather so I was in a bit of a hurry to get home.
It was at Stoke's Brittania stadium, somewhere I will not hurry back to!
I will appeal it today, and post the result - wish me luck, i could do without paying £30 out... that could go towards my cc bills!0 -
Who issued the ticket? If it is a private 'parking' company, then it is not a fine but an invoice (or request for payment). If it is the police or council that is a different matter. Pop over to the pepipoo forum for knowledgable assistance.

edit:
Have just seen your other post where you mention the council so it does sound like a real PCN. All is not lost. Check that the PCN is actually in the correct format. Many councils have been using illegal forms. Yet again, see pepipoo and PATAS

Update - I have received a response from Stoke Coucil today enclosing 3 (yes - 3) photographs showing my car tyre about an inch (yes - an inch) on the pavement, and so my challenge has been declined and I still have to pay £30!!!!
They have quoted the highway code to me and stated that its dangerous to obstruct walkways.
By an inch on an industrial estate which is hardly used!!!!! How petty.
Not happy now0 -
If you appeal it will give you longer to pay the lower figure of £30.
So it is worth appealing regardless as it will take them 2-6 weeks to deal with your appeal and then you will get another letter saying you have 14 days to pay £30 if your appeal fails.Update - I have received a response from Stoke Coucil today enclosing 3 (yes - 3) photographs showing my car tyre about an inch (yes - an inch) on the pavement, and so my challenge has been declined and I still have to pay £30!!!!
Maybe I should have read this response before posting, lol."A bank* is a place where they lend you an umbrella in fair weather and ask for it back when it begins to rain."
(*Unless it's Santander. The branch says they sent you an umbrella 3 times already and don't understand why you don't have it yet and want it back right now!!!)0 -
wonder if i can appeal again and get another couple of weeks? haha
at the very least i shall pay on the last day i can, the money is better in my account than theirs!!0 -

Jobsworths indeed - a couple of days before we got ticketed, we saw a parking attendant in town, my other half said "Merry Christmas" to him and he just grunted a reply! I'm sure that jinxed us into getting a ticket...
What sort of person does it take to be a traffic warden anyway! :rotfl:0
