Social Housing Bidding *Swindon*

Hello,
Wondered if anyone can give any advice or know if I would get anywhere at all please?
I'm currently on my local councils bidding list but I have been restricted to flats only due to their policy now only allows families with 2 children in flats unless their is a health or welfare need.
The issues I am facing with this is every single flat that has come up that that says I'm eligible to bid states on the advert that only one dependant is allowed.. I don't know how I'm going to get anywhere when I have two children - we have 3 other kids that stay at weekends also I'm aware that they won't take this into account but that's no issue.
Our current property is in massive disrepar and the landlord doesn't care ( currently in private only on the bidding due to they want to sell it and the rent is around the same as local social housing/ha properties in the area) we've been told by council to remain here until landlord applies to court even though then it may not be successful as landlord hasn't provided any documentation that's required for section 21.
Does anyone know what they would class as welfare need to be eligible to bid on other property types due to the fact that no flats that have come up will allow both children in?
Our current rental is making me ill.. I have gone to the GP due to this but no update yet awaiting on tests etc and my kids are also waiting to be seen by GP as they requested to see them due to what I told them. I also have a very hyperactive 4 year old which has potentially got adhd/autism and likes to attempt to get out my current flat - he can open fire doors.. surely they need to take into account the saftey aspect also due to this? I need somewhere realisticly that I can lock the front door from in and outside of the property as where i currently live we can only unlock from outside and I'm having to get up daily around 4am to make sure I'm up before his is...
I also help care a family member voluntary so really need to be within a closer area to them if the council would consider this but it states they need proof.. what kind of proof would I need for this?
I don't have any kind of savings etc, I realistically need to be within a certain area due to my children's school and partners work ( non driver and the hours he works their is no public transport running at that time and taxi is not affordable for us... would they take this into account?
Thankyou all 🙂
