BW Legal - Advice

Received a parking fine, didn't receive original notice, but cant evidence.  In the intersests of time i was going to just pay it (yes, i know i shouldn't have) and was going to use their payment plan.  Have since received this note:   See the line i've put in bold - what does this mean in your view please.

Really grateful for the help

Good Afternoon,

Thank you for your offer of repayment via our online portal.

Please be advised we have received and reviewed your payment plan proposal.

We must advise you that we cannot accept the payment plan proposal as the offer falls below the pre-approved amount we are able to accept at this time without further understanding your circumstances.

All it means is that they won't be looking at a repayment plan until you send them the income and expenditure form.  And that means, to me at least, that you have had a lucky escape so you can withhold any payment and eventually respond to them trying to get you with a CCJ.  Which of course you will not get because they'll not show at court.
