UKPC parking charge

I have appealed a parking charge as the photo is so unclear I cannot make out who the driver is, they have said I have to pay it even though it was not me! Can they force me to pay this when it was not me driving at the time? I asked them to provide a clear picture and they have not done it and said I have to pay it!
