I put an offer on an item Friday night.  Offer expired with nothing from seller.  If they want a minimum why not set it for automatic refusal.  Just ignoring offers is a bit rubbish.
This really annoys me, even if someone low balls me with an offer I always take the time to respond.

Obviously it depends upon the offer, and we don't know the exact circumstances of this case, but if an offer is way off base then a seller may give it the attention it deserves.

The other point is that the seller may have set an automatic refusal. It may have been ignored by ebay's wonderous automated systems, I have had this happen to me & I don't know exactly how common it is, but I have heard of it happening to others too.
The ebay systems can also add 'make offer' to a seller's listing when they just want a straight BIN without offers, a seller can remove it but the system will often change it back at point of revision. again I don't know if it happens to everybody but I've certainly heard of this happening.

Not that long ago, I had to revise one of my items I was selling as I realised I made a small omission in the title. Taking a bit of time to double check the rest of my listing and description, I noticed that ebay had decided I would accept offers over £3.00 - which again, had clearly been changed by the ebay system and was decidedly not my handiwork, at the time the thing I was selling was a starting price of nearly 3-figures.  Just to be sure I checked my other items for sale, ebay had done this to half a dozen other of my items. Needless to say, I removed it from all listings. But the next day I checked my items again by going to the revise page, and it was back. Had to remove it again from the same listings.

If I remember rightly, you still get an automated e-mail to say it's been declined, just the seller didn't have to be involved.

Had similar today funnily enough, made a change on a few listings that were not selling to lower the price and add in more information... Lo and behold all the postage options changed from Seller pays to buyer pays.

This morning have received a personalised offer of -14%, I offered at -15%, and an offer of -12% on another of their items in my watch list.  Maybe they had been affected by the storm so couldn't reply to the offer.

    I don't entertain them.

Some people will say "it's just business" and "don't ask don't get" "no harm done".

But if I have something up at £700 but my lowest is say £400 then why would I just immediately sell something at that? I'm surely going to want to see if I can get more than the absolute lowest I'll take. And that's assuming they don't then come back with - will you take £200 for it then.

So I just tell them - make an offer. I'll either accept or I wont.

    It's really not that hard.

And if my price is too much for you (I actually never sell at the top end as I prefer quickER sales) then that's fine - buy from someone else, I'm not bothered.
