Hello there.
I was just after a bit of advice.
I have recently received letters from bailiffs after an ncp ticket which we were unaware of from the imperial war museum North.
As per the newbies thread, I sent a complaints email to who I was hoping would somehow be in contact with land owner however all they did was to pass my complaints back to NCP.
They have now contacted myself wanting the registered owner to email them.
my question is, do I respond to this email hoping that this will reset back to the appeal phase? Or have a I passed that stage and best not to engage with them?

Because you have mentioned bailiffs, which doesn't seem likely, more likely to be debt collectors letters from DCBL, then I suggest that you post a redacted picture of the latest letter
Name the location too, because if it's an NCP car park, it may be theirs on a long term lease, unless it's a railway station ?3 -

And if that was the first you knew of the PCN, is it due to your V5C not being updated?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Just checking - did they actually say "registered owner" - could the site be covered by byelaws?4 -
Nah, it's just a standard private site.
There is an automatic "pay later" facility at this site, which doesn't always work. One of the rare instances I've "appealed" a PPC and they quickly cancelled it.3 -
Thank you for your responses.The car park was at Manchester imperial museum.Finding any form of contact email was very tricky so sent my complaint to a few addresses.
The car is registered to the correct address, But the first we heard was a letter from the debt collectors!Basically as the PCN was addressed to my wife they are wanting her to email to give permission for me to speak on her behalf. I just didn’t really want to get into conversations with them if you guys thought it would be futile and potentially make the situation worse!

Why do you think the charge was incorrect?
You can just email appeals@ncp.co.uk as the registered keeper with no mention of driver identity. They'll either refuse to deal with you (which would look uncooperative in any court claim) or uphold or cancel the invoice.Ignore Trace.3 -
Trace are powerless debt collectors, ignore them ( not acting as bailiffs, no court order , it even says Trace debt recovery, no mention of bailiffs )
But if you both have moved, the RK should email a data Rectification Notice to the DPO at NCPand add a copy of the V5c log book as proof of address
If letters are going to your wife, it's all done in her name, not yours, you are a stranger to the case, so do not muddy the waters by interfering, but you can assist her with her problem, not take it over

This will be like wading through treacle The Imperial War Museum is a run as a charity, but owned by the public, run by the government through a board of trustees, acting on the authority of the Imperial War Museum Acts.The board of trustees are appointed from the Sovereign down through the PM etc etc.There seems to be no reference to byelaws but who knows only the signage in the car park would tell you any more than that.But as above more details from the paperwork would be needed, I am positive no where has it mentioned "Bailiffs" though.What exactly was the heinous crime they accused you of?Typically though no correct entrance signage:

I would have just liked the chance to have dealt with NCP in the first place. Paying their reduced rate within 14 days.
I don’t think we had the grounds to appeal as we simply forgot to pay when we got home. It was a pay on the app within 24 hours job.

It was a pay on the app within 24 hours job.There was always a reason to appeal, but it's with debt collectors that avenue is shut.You are dealing with an unregulated greedy parking company not an authority where is the signage at the entrance stipulated by their ATA's COP for example?Why aren't there barriers to stop you exiting if you forgot to pay?If I was the driver negotiating that entrance concentrating on driving, the only wording that might stick on that busy entrance is "Free Entry"!5
