OFGEM do have offices in Glasgow where it is a local holiday today so that is the probable answer.
Hundreds of PCS members based at Ofgem’s offices in London, Glasgow and Cardiff will strike from 29 September to 3 October, the union has said – coinciding with the Labour Party Conference.

And they give people paid leave for stuff like that still?

Don’t worry. Here in Scotland we still get the same number of Public Holidays per year as the rest of the U.K.  It’s just very flexible and localised. Even Good Friday is not a universal holiday, although I think most areas adopt it.
