If it's for work then "work" should supply the tools that enable you to do the job.

Settings --> About phone --> Software information   will tell you which version of Android you are running, the latest version of the Outlook app requires Android 9 and up, which your phone should support.

I wouldn't try to find/install an old version of Outlook, any source of apps outside the Play Store/Samsung Store will be unverified, unsupported, could harbour malware and probably won't work.

Does your 2019 (6 yo) phone have up to date security patches?
It is something I tend to ignore personally but I imagine a phone used for work will have restrictions imposed by the work IT that needs all the latest patches.  Just imagine the impact if a hacker manages to suspend the entire operations of the business because they found a weak link in some individual's old phone accessing the corporate network.

I’d be very careful as many / most workplaces have strict policies about accessing work information on personal devices. It may not be allowed at all or, if it is, there will probably be conditions such as using an up-to-date device. A phone from 2019 may not cut the mustard.

If they dont want to allow it it's easy for them to block it and have it such it will only work on managed devices or put bounds on versions of apps and OSs.

No point trying to download things - you are doomed to failure if that's the case.

Googling on your question might have been both quicker and easier, if you're only after simple facts rather than opinions!

Certainly seems to be a fully functional Android device:

...but only if it's connected to the internet. Maybe it isn't, and that's the issue, since OP is clear that it's a dumb phone.

Is it possible to get SIM-service packages now that do not include data?

Firstly you should check with IT about BYOD policies - likely you’ll have to be using a device that meets minimum operating system requirements.
