Pay by Phone glitch means I am facing a fine - advice needed!

I parked in a car park in Wigan a few weeks ago on a Friday night and used Pay by Phone to 'pay' for my parking. They charged me '0.00' and gave me a parking session which expired at 8.30am the following morning, even though I only needed a couple of hours of parking. I have a receipt to confirm this booking. As it was an evening and some car parks do not charge overnight, this did not seem especially out of the ordinary. However, I have now been issued with a PCN and my appeal to SIP has been unsuccessful. I have tried to contact Pay by Phone but am finding this almost impossible to achieve by phone, and they have not responded to my email. Any advice on what to do next would be greatly appreciated.

Definitely not a fine, just an invoice from a private parking company, SIP
Nothing you can do , SIP are not going to cancel the pcn1 -

I have now received this from Pay by Phone:
'Thank you for contacting PayByPhone support.
We're sorry to hear that you received a PCN after using the service.
This location is a pay on entry with charges applied between 08.30 and 18.30. There are no charges in place between 18.30 and 08.30.
You made a payment at 7.45pm and why your charge was zero.(no charges during this time.)
I am sorry there is no action we can take, please take good care to check all details going forward as, unfortunately, your case demonstrates some parking appeals may not receive a sympathetic response.'
This is ridiculous. PBP feel I have made a valid booking, but will not take responsibility for what would appear to be an error on their part. SIP when dismissing my appeal advise me next time to make a valid booking with PBP! You really couldn't make it up. I know not many IAS appeals are successful, but surely this has to be one of them?1 -
You have the proof that you did everything right, the dimwits would be stupid to try this in court.The IAS will make some fob off but it would be interesting!Don't pay the Muppets though what ever they say.2

I'm guessing a template about T&Cs which shows they don't even read their appeals?2 -
Hang on...The car park is free between 18:30 and 08:30.You entered the car park after 18:30 and went to make a payment at 19:45 at which point it said there was no charge and issued a receipt for £0.00.You've now received a PCN.That doesn't make any sense at all.4
