Non-PoFA Compliant NTK

I have received a non-PoFA Compliant NTK for Britannia Parking. I believe it to be non compliant as it does not specify the period of parking (only ANPR Entry time of 14:37 and exit 16:34), it omits the mandatory keeper liability warning, and it does not contain a valid invitation to keeper.
In the first complaint/appeal to Britannia, is it better to go into the detail of why its not PoFA compliant; or simply state the notice is not-PoFA compliant so liability cannot be transferred to me (the keeper), saving the detail for POPLA (if need be)?
Alleged breach of terms of conditions stated on the parking charge is 'Parked longer than the maximum time permitted'. The driver spent over £200 at the retailer (a major supermarket) and recalls long check-out queues caused by limited staff working checkouts on the day in question. A complaint shall also be submitted direct to the retailer, as a matter of principle.

Do the retailer complaint and a keeper appeal without much detail.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
