Odd parking ticket appeal?

The driver in question got a ntk from horizon parking for overstaying.
I went back to the carpark today (a few days after the ntk was received) to check signage and so on because the driver said some signs were obscured/defaced etc to find that everything relating to the carpark operation has been removed, pay machines, signage, cameras the lot - I'm assuming this is because the surrounding area is due to be demolished and the carpark unusable soon.
Are there grounds to appeal because we are now unable to check whether the carpark conformed to the rules? Or in fact anything else? Even if they send photos of signage that they say was there it's impossible for them to prove what state it was in when the alleged offence occurred.
Any help greatly appreciated

Follow the same procedure as all the others, but get some evidence that the signage is missing/removed.

No offence occurred, just an alleged breach of the parking contract on that private property1

At Popla the onus is on the Appellant to make their case. Horizon may well just supply some templates and say they were all present and correct and Popla would lap it up.
At county court the onus is on the Claimant to make their case. Unless they have photos on the day you parked, and your statement of truth states there weren't any, their claim will fail.
