  • I’ve just received the same Parking Charge Notice for the same spot, dated 12th September 2025. The photos only show my lights and brake light on. The contravention stated is: “Parked on or within a no parking area.”

I’ve read through the NEWBIES thread, but just want to double-check I’m understanding this bit correctly (in bold):

Postal PCN from a BPA or IPC member? (i.e. with no mention of any windscreen ticket):
A postal PCN or NTK might be headed up 'Reminder' or 'Charge Notice' or it may even be a letter from a debt collector – it is your Notice to Keeper, in effect, if it's the first letter to arrive. No need to wait, appeal online as registered keeper (or as ''hirer/lessee'' if that's the case, see * below re lease/hire cars).

So am I right in thinking I should:

    1. Appeal online straight away as the registered keeper.

    2. Use the MSE template appeal and paste it directly into the online form.

If so, where do I find the correct URL for submitting the online appeal?

    Thanks in advance!

I don't understand the question. Clearly the PCN tells you how and where to appeal!
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
CLICK at the top or bottom of any page where it says:
Home»Motoring»Parking Tickets Fines & Parking - read the NEWBIES THREAD
  • Thanks for the reply. Just to clarify, I had three separate questions:

    1. Do I appeal online straight away as the registered keeper?
I was a bit unsure whether the process was to ignore until court, but re-reading the thread it’s clear I should appeal now, then sit tight afterwards.

    2. Do I use the MSE template appeal?
I assume the answer is yes.

    3. Where’s the URL to appeal?
I’ve since found this, so that one’s sorted.

Appreciate the guidance — I just wanted to make sure I was following the process correctly before taking the next step.

As with the previous thread, let me know if you need assistance with this.  It's likely that the CUPS PCN is not capable of holding the keeper liable and even if it is, the vehicle wasn't parked and signage there is appalling.
