As Jim James says, if a car is used for visiting the UK this is allowed using the legal cover from the home country.
This expires after 6mts. However there are exceptions for longer than this which need further research. Shouldn't take too long which will give you an idea where to work from.
This linked blog isn't great but it gives some facts to work from and check.

You have my sympathy. We have an old camper van parked at the exit from our road. It completely obscures sight of oncoming traffic and it's a small cross road. It's been there unmoved for a year now, covered in debris and every time we need to go out it's a near miss with oncoming vehicles. And that's legal 😬
There's also one at the next t junction in one direction and a horse box and camper at the other. None of them have been used. They are just stored!

I can rise and shine - just not at the same time!

If they're parked within 10m of the junction, they're not legal unless in a marked parking bay or one or two other exceptions.

As it has been there for a year, it probably isn't legal as the MOT has probably expired

  • Don’t know the owner of the car  so wouldn’t know where to start although the council do and won’t help. The owner does not even live on our road the Developerof the housing estate is not interested neither the police,  neither our residents management company who we pay a service charge to every year no one is helping it’s disgusting and and very disappointing.  The owner has no intention of having the vehicle recovered because it costs money.

If an abandoned car outside my house was bothering me I would have it moved to the nearest industrial estate or main road away from houses.

I guess it depends on how old it is - if it's more than 40 years old, it may well be MOT exempt.

Would be then in the "classic camper" category and may be worth saving.
