Alloy wheel refurb from a used car dealership

I've just bought a used car from a highly rated used car dealership. When buying the car we agreed with the salesman that all 4 wheels would have full refurbishment as they weren't in a good condition. He even added "4 x ALLOY REFURBS NEEDED" to the invoice and said they sent them off site to get done properly.

When we later went to pick up and buy the car, it was pouring down with rain, so didn't get to check the wheels. It wasn't until the next day when the sun come out, that we noticed the wheels hadn't been refurbed.
We contacted them and got invited back to get them done. On getting there, we were told that they are refurbed and that they don't do a full wheel refurb unless it meets certain criteria and that their in-house refurb is just repairing the outer rim (this is a touch up to me, not a refurb).

Do I have any rights on this?
The salesman verbally told us a 'full wheel refurb' and even told us it gets sent off site to get done properly. Where their in-house refurb just does the outer rim.

    I think the wording on your invoice is critical.  If it said "4 x alloys to be refurbished" then I think you would have a good case, but the fact they put "refurbs needed" could read as just stating the fact they need to be done not that they would do it.  Others with far more knowledge than me will be able to advise though

    They didn't charge extra for them. It was just agreed that they'd be done with the sale price of the car.
