    It's not up to him is it? Regardless there will be no consequences because he's outside any jurisdiction and can ignore any letters he might receive.

    Bank Park might try and revert the charge to you as the Registered Keeper, but you have an absolute defence that you named the driver and provided an address for service.  I would certainly do this earlier than later to avoid a claim.

    Email them. The POFA just states you must provide a name and address for service. As long as they don't live where there isn't a postal service, simply providing the information legally absolves you of any liability whatsoever.
