Unable to appeal Horizon Parking Fines

Hi All.

Hoping someone can provide some advice for a newbie to this service. I had some parking fines through the post in May 2025 from the debt collectors and a solicitors earlier where I had not registered my number plate when I used Queens Park Gym on separate occasions back in throughout 2024. My fault entirely as I had not seen the sign to register and was unaware for quite some time but begrudgingly paid the large fines it was too late to appeal and not worth the stress at the time. The reason I wasn't aware of the fines initially was because I had not changed my address on my log book so fines were going to my old address until debt collectors did a public search and found my new address.

The problem now is another 2 fines have cropped up on separate dates in September 2024 from their solicitors saying they could not find my address but I already updated the change of address in my log book in May 2025 so unsure why new fines were not included in the first batch. Hope this makes sense, I am so annoyed because I feel like Horizon are trying to maximise the fines because of the address situation. Do you think I can win a court decision based on this because I feel they should have been aware of the change of address.

    these are not fines, and if you did not see the signs, or any signs then they the signs can't be very clear
    From the Plain Language Commission:

    You shouldn't have paid any of them! Horizon couldn't hold a registered keeper liable in 2024 so don't say who was driving.

    Just respond to this latest letter using the LBC response in post 2 of the NEWBIES thread.

    Then when Gladstones file the claim it will probably be for the wrong amount by £10 per PCN. You can read several examples of this and how to defend a Gladstones Horizon claim, on page 14 of this thread:
