Rejected appeal from Premier Park Ltd - PCN received when trying to carry out a hot food delivery

I sometimes do delivery work for uber eats/deliveroo on the side to get a bit of extra cash. On 1st August I had a delivery to here:

Bizarrely, the guy who placed this order was actually in northern ireland. We kept texting each other saying we coudn't see each other, and calls wouldn't work and signal was terrible. So took quite a while to figure out that some plonker had placed an order to be delivered to a country he wasn't even in. All in all I think I was there for around 15 mins before I managed to call uber support and they advised me what to do.
At the time I just didn't even think of car park restrictions, as I'm always in and out pretty quick. However, I received a PCN from Premier Park Ltd for not paying for my stay. Maybe stupidly I did admit to being the driver in my appeal to them, because I thought surely in this situation they would just waive the fine, but that was me just being naive. So anyway, they rejected it.
So my question is, now I know I should go to POPLA, but is there anything specific about my situation I should mention? Like, is there anything to say that people carrying out deliveries can have a reasonable grace period to be in the car park without being required to pay? Or thats not a thing? Thanks.
