2022 VCS PCNs on West Midlands park and ride

This is an FYI for anyone that may have had a PCN on West Midlands park and ride stations around 2022/23.
During my recent tussle with them, I suspected that VCS' landowner authority to enforce parking services and bring about litigation lapsed for a period of time.
Their code of conduct requires express written authority - so I did some digging around and found an Internal Audit report from 2022 which confirmed this. I made this a central part of my application to strike out their claim and prevailed with this and perhaps a number of other arguments.
My point is, in the remote chance anyone is currently engaging against them (with this relevant time period) - this may be a pressure point to apply.
I literally included this in the notice to strike out - in addition to the landowner authority agreement they provided, which had expired.
