Smart Parking website won't allow me to pay?!

I received a NTK by post on 18/9/25 for an alleged parking violation on 31/8/25. The letter claims that the issue date was 9/9/25 (leaving a very short window for the discounted rate).

We initially went to pay on the website but the payment page will not load. Nor will the appeals page.

We are actually not minded to pay as we feel the signage was unclear - we're not in a habit of ignoring parking meters and would have happily paid had we seen the signs.

We are considering appealing but we live quite a distance from the place (several hours) so it's hard to gather evidence of the lack of signage. 

My questions:

1) is the website working for anyone else? 

2) is it worth us appealing anyway? 

3) is the disparity between the issue date on the NTK and the date the letter was delivered to us relevant?

    I don't think you'll find any (apart from one or two known plants) here who would advocate paying.
    As an aside, wouldn't it be great if the RM stamped the date they received the letter on it, which would stamp out the "issue" date issue.

    Smart parking use DCB Legal to issue court claims - and they always discontinue.

    It's got to the stage where it's easier just to defend a court claim that you know will be withdrawn using the online portal. It's the only efficient and fair appeals process available.

    Come back if you get a Letter Before Claim from DCB Legal for advice.

    Having systems where motorists can't pay the reduced sum or appeal enables the operator to quickly increase their charge cost from £60 to £170.
    Don't think about paying but do email Smart a complaint about their website for payments or appeals not working. State in your email it is a complaint or they'll take it as an appeal.

    It's good that you can't pay them because why pay Smart a penny?  ;)

    Website now working for me, so I could pay. We will be passing by the car park later today and hopefully gather evidence of poor signage. 

    Is my next step to launch an APPEAL with any photo evidence using the templates?

  • UPDATE:

    I received a letter from Smart Parking rejecting my appeal despite my photo evidence of inadequate signage. They say I can either pay, or appeal via IAS (as I have exhausted the first stage internal appeal). See links for letter.

    My reading of the advice from this forum is that:
    1. I shouldn't bother appealing to IAS, and that I should simply wait to see if and when I get a court summons? 
    2. I should ignore any threatening letters demanding payment as they aren't bailiffs
    3. I should only proactively get in touch if I move house in the next 6 years
    Is this correct?
