    Forget your tenancy. That's between you and the landlord and doesn't involved the parking parasites.

    You need to get hold of the flat's lease. Either get it from your landlord, or from another owner-occupier in the development.

    • They informed me via this email thread that my permit was approved and I could pay via an automated payment link email or their website. Visitor permit payments had previously failed on their website, and it is difficult to use, so I chose to await the payment link.

    The separate contract where they claim you owe them money would certainly fail as there is no intention to create a legal relation. You've already agreed a separate contract and that is where you (and their) legal intent lies.

    All assuming they even have rights over the land, which is far from guaranteed. The lease may well grant rights over the space and the parking company has no rights.. The management company inviting a parking company on the land because they've "had complaints from residents" over parking is fairly common - and they sometimes take a cut themselves.

    Out of interest, what was the payment requested for the permit - based on the amount, does it sound like paying for parking or a token amount for "admin"? 
    Just to guess what their argument might be

    There  is no argument really - they can't make you display a permit if one is not required by the lease agreement - you could display one as a courtesy ( but if it's to benefit the management company then they should foot the bill for it ).
