    From what you describe, the job carried out was inadequate. There should be no movement or flex in the tray.
    Usually you should give the fitter a chance to put it right, but since he's not replying, you can likely pass to the second option. That's to get another 2 (3 ideally, but pushing it) plumbers out to quote for the work, then give the guy an ultimatum; either sort it properly, or you'll get one of the others to do so, and sue him for the cost. You should win. And, frankly, you don't want that guy back anyway.
    Just call the others out, explain the actual problem, and ask for quotes for sorting it. Try and avoid that you are in a dispute.
