So can he access his Gmail account on his tablet following the password change - That is a bit unclear. All shall be well, and all shall be well, and all manner of things shall be well.
Pedant alert - it's could have, not could of.0 -

Ok, try this.Using a different device (desktop, laptop, tablet, phone, smart microwave oven etc.) open a web browser.Go to https://mail.google.com and see if he can log in using his Gmail account and password. If it works, there's nothing wrong with his Gmail account and the problem is with the phone.N. Has the phone got a working internet connection - via WIFI or mobile data? Obviously if it hasn't then it wouldn't be able to verify your father's credentials.0 -
Definitely only has one gmail account? I have two - my phone is logged into a different account to the usual one I use on my PC. Try removing the google account from the phone settings and re-adding?1

I too suspect that they are different Google accounts on each device, many people just set up a new Google account when they get a new device rather than using an existing Google account*.You can have the same Gmail accessed from different Google accounts with different passwords. As suggested try logging out of the current Google account (not just the gmail) on the phone and then logging it into the same Google account that is on the tablet.*It got that way that there were millions of no-longer-used Google accounts out there as people got new devices, set them up with a new google account, and abandoned their old ones.
Google now deletes old accounts that have been inactive for over 2-years: https://support.google.com/accounts/answer/12418290?hl=en

Have you tried power cycling the phone?
Sometimes the old gems work for stuff like this.
