Should I just pay this and be done with it?

Firstly, it's been quite a while since the first letter came through and I have taken no action so if this is beyond saving then it's all on me.

----Paperwork up until now----

So far I have recieved 1 NTK letter followed by one of those £170 debt resolution letters.

Nowhere on the NTK letter can I see a clear statement of a specific deadline/time limit on launching appeals. It does however specificy that all appeals MUST be submitted online at the NForce website. Now that i have finally gone to the payment/appeals page the only option once I enter my details and reference number is a payment window. There is no button to appeal. Perhaps there was a time limit which lapsed but this is not clearly worded on the NTK document. The closest it comes is this:
"In the event that you wish to dispute liability for this Parking Charhe, within 21 days (beginning with the day after that on which this notice is given, please provide your full name and addresss, vehicle registration number and the Parking Reference on the front of this Notice providing your full reasons." - the hanging bracket was their doing. What if I want to dispute liability after 21 days? Where does it say I will be unable to do so after 21 days? Only says that if i want to do it, within 21 days, do X. Well 21 dayss have long gone and I go to the website they give and there's no option.

I'm presuming this is because it's moved to the debt collector stage but i have read it again and again and a specific window for appeals is never clearly outlined on the NTK. Even sso, I am sure i have missed the window.

I have attempted "plan A" but the manager of the site told me there was nothing he could do since NForce have a deal to claim all revenues from tickets and thus they have no ability to excuse the ticket/claim on my behalf. Could this be true?

The manager also refused to give me contact details for the business' CEO.

The letters they have sent have clearly been sent to an old address since they've got 'redirected' stickers on them to my new address. Is this something I need to ammend with them urgently? Is it my problem or their problem?

----The parking in Question----

The sign in the car park said in large bold "Customer Parking Only" "Parking Charge of £100", I parked there and my friend went in to check out the arcade for a bit while we waited outside. Long afterwards (after recieving the letters) I returned to check out the sign and saw that, in pretty small text, it specifies a requirement that the vehicle's registration plate must be typed into a tablet by the front desk. Since I personally did not go into the building i did not see this tablet, nor admittedly did I see this section of the sign, only the requirement that we be "Customers". I'm not sure whether my friend actually popped a coin in any of the arcade machines but he did go in for a little while, and certainly didn't see or use the said tablet. After he came out and decided he didn't wanna use their facilities, we decided we weren't going to hang out there any longer I moved the car to an adjacent parking space outside of the private area. I also found out that it said in the small print  that we can't park here and visit elsewhere (which we did, secured ourselves some fish & chips while my friend checked out the arcade).

All in all we left the car park just over 15 minutes from entering. The manager told me they had a grace period of 10 minutes which is unfortunate but since there is no available appeals section on the Nforce website I haven't been able to get them to confirm this. I am also unsure of whether this lack of an appeals button is due to the appeals window "timing-out", but as i said, I cannot find any clear statement on the NTK that this would happen. They say they would take further action if it went unpaid for 28 days but not that appeals after this would be unavailable. It also states they will engage with the IAS if i comply with their appeals procedure and launch an IAS appeal within 21 days of rejection. But my NForce appeal can't be rejected since I can't launch one. And they only want me to appeal through NForce website, and not to email appeals to them.

Do I reach out to them and tell them there is no option for me to appeal, but that I would still like to appeal?
Do I do nothing and wait for them to take me to SCC?
Do I simply cough up the cash and if so, who to?
Do I continue trying to track down the CEO of the arcade?

To be clear, I did contravene their stipulations since I did not read them all. I simply read the big text that we had to be customers and thought it would be okay since my friend wanted to go in.

As far as I can see it, I simply screwed up. But the fact I can't find an appeal button anywhere on their website and they have stated their website is the only way i am allowed to appeal is presenting a small hope that I may yet dodge it.

Help please xxx

(sorry if I have failed to adhere to any stipulations for new posts on this forum, I have attempted to lay out as much information as I think could be useful)

Your problem in terms of if they make a court claim you will probably miss the letter. You need to email them with your change of address and keep a copy of the email safe.

    FIGHTBACK ALERT:

Please do the government's Public Consultation. We need every poster to complete this vital survey before the deadline next week.

    See this thread:

    https://forums.moneysavingexpert.com/discussion/6617396/parking-code-of-practice-consultation-now-extended-closes-friday-26th-september/p1

We understand that you may need some pointers. It looks laborious, we get that. It doesn't matter; no knowledge is needed except re your own experiences so you can call out a scam industry and you'll protect millions of motorists and help change the law.

I've written some guidance to help focus new posters on the issues. I've covered almost every question, providing ideas if you agree with our stance on things like DRFs, which we say must be banned.

Ordinary people like you are falling victim to this scam over 18 million times per annum. Motorists need your voice added please.

    CLOSES ON FRIDAY 26th SEPTEMBER.
