The commitments should be created by the job centre and accepted by the jobcentre, in order to remove them. An appointee should not accept commitments.
For UC the commiments are romved for someone with an apppointee, but there is no way within the system to actually remove them.1 -

Correct that appointee should not accept commitments.
Latest guidance is for Work Coach to decide on capacity of claimant to understand a claimant Commitment. Most of the time the claimant will lack capacity as they need appointee and Work Coach will accept commitment on claimants behalf. But where claimant does have capacity to understand and comply, a clerical claimant commitment can be issued and signed by claimant. Normally the appointee will agree that it is OK for claimant to be able to comply with the commitment before the claimant signs the clerical claimant commitment.
