Does anyone know how the above works? Specifically - is it associated with the person or the address? I had a question about my rental property but they said the line only covered me at my property. That doesn't make sense because I don't work at home but if I had a workplace issue, I would be covered. I do have this line with my rental's buildings insurance but they weren't too knowledgeable and then there's the English v Scottish law issue. My home insurance provides help with Scottish issues.

They mean Legal Expenses insurance on Home, which typically includes a free legal advice line plus the ability to claim for assistance with certain matters.
What each policy covers varies but typically the advice line covers a broader range of topics than what you can claim for however its just a telephone line/ one and done type service so they won't look at evidence/documents, won't draft a letter etc thats what they do when a claim has been accepted.
Generally these policies are drafted so they are discrete and won't overlap with other products so effectively you need to buy it on each policy you own rather than buying it on Home and it covering your Motor, Travel, Landlord etc type needs.
Ultimately the OP should read the terms of their policy both in terms of the scope of what is covered and anything explicitly excluded. If they still believe it should be covered then register a complaint with the insurer.0 -

New question - rental property has MSP 1 and home address has MSP 2. Each property in a different council. If I, as a landlord have an issue that affects my rental property (issue comes under council/msp remit not MP remit), which msp would I ask for help from - No 1 or No 2?
I've already been in touch with councillors and they haven't been much use.0 -
What's the "issue"? If it relates to the property rather than you personally then the one for the property. Also remember you have your choice of all the MSPs for the region.1

The issue is to do with refuse collection. I sent the msp covering the rental property an email but got an automated email back that said something like - "due to parliamentary rules, I can only respond to my voting constituents".
However, when I called my MSP (home address) before sending the email, she said, 'either/or'. I'll call the rental property msp on Monday to clarify.0
