Tower Rd Newquay Smartparking PCN for overstay

Had a PCN arrive today and don’t really know what to do.
i ‘thought’ on the day I may have been 5 mins over but the NTK today obviously lists the times for the ANPR which at the time I hadn’t realised they used. Drove in as a confused tourist, queued to get a space, queued to then use a very confusing machine as there was no reception to download the app to avoid the queue. In my relief just to get parked and paid it never occurred to me that entry time was when my parking charges actually started. So much so I was very much in the mindset that it was Pay & Display because I had a physical ticket.

All told they have me from 1045-1609 when I paid for 5 hours (with my thinking that it was starting from just after 11am from memory). Like I said I thought I was a few mins ‘late’ but that was based on what I thought was my start time - the point I had a ticket in my hand (and subsequently in the windscreen)
I have read a little about the process but it’s quite confusing and I’m not sure I have a valid claim?
I have noticed that my NTK mentions POFA and they state that they take the ‘day of notice’ is the second working day after day of issue - date of issue on NTK is 3/9/25 and I have only received it today 10/9/25 - is this useful and do I have grounds to not pay these cowboys that prey on confusion?

Just ignore them after sending the usual appeal seen in the MSE Guide. Read that now. It's fact checked by me and by Martin Lewis. You won't ever pay.

Sorry to ask another question but I just wanted to get this right...
I am currently filling in the online appeal form using the template in the guide. Under the template it then mentions the POFA conditions to be able to pursue the keeper, is the 14 days in reference from the date of the parking infringement and should I mention in the appeal that I received the NTK on day 18 (if day of parking is deemed to be day 1?)0 -
Yes but no appeal will work. It's an IPC firm! So it doesn't matter what you put, you will be ignoring them after this.
