PCN for unpaid drop-off charge at London Gatwick Airport - Does PoFA apply?

Has anyone successfully appealed against a PCN, for an unpaid drop-off fee at Gatwick, by arguing that PoFA doesn't apply to airports, because they're governed by bylaws, and so there's no keeper liability?
