Parking Charge UKPC

Hi got a parking charge for parking slightly over white line, was displaying disabled badge and car next to drivers door was very close so would be unable to get out there was no space to my left, photo is not great but looks like tyre is on the actual white line of the box was at an interchange and the car parking company is ukpc. happened on the 24th and only received notice today 10th so as far as I am concerned they are outside the 14 days. Please can anyone advise whether to respond not giving any named details or to ignore?

Namely, complain about the pcn to the retail park management company, or landlord, or actual landowners, mentioning the Equality Act 2010 and that the BB was displayed, so reasonable adjustment is required, according to the circumstances etc
Plan B is using the template appeal to UKPC, mentioning that the RK believes that UKPC failed to comply with Pofa2012, and failed to comply with the Equality Act 2010, and the pcn should be cancelled2 -
thanks, I have just looked on their website and noted that I hadn't displayed the blue badge but the area to the left of my car was a deadspace I wasn't encroaching onto another space and my car is quite wide. The car to the right was parked so close that If I had parked completely within the bay then I wouldn't have been able to open the drivers door wide enough for a normal person to get out let alone someone who needs a bit extra room to manoeuvre. All disabled bays were full. I will use the template disputing the parking charge as the keeper but is it okay to put that the occupant of the car is registered disabled and could not park in marked disabled bays as these were full and therefore they are in breach of the Equalitcy act 2010 unless they cancel the ticket. The notice to keeper was also not complied with (as it was late) and in the rules set out in the POFA the ticket will not be paid? is this okay to send?

I would also add a redacted picture of the Blue badge, hiding the photograph, and the reference number but leaving only the last 4 characters showing, etc
But no mention of the word I, write it in the third person, no blabbing about who was driving
The driver did blah blah , etc, never I
At no time do you infer or reveal who was driving1
