Just ignore, they could put out traps on their property if it's a problem. Nobody goes chasing rats to see where they live. Unless you live next-door to something very obvious.

Catch a rat, walk into agency office, present corpse to agent & thank them politely.

If more than one a collective noun for rats can be a colony, horde, mischief, pack, plague, rabble, or swarm.

I think mischief is the best. 🐀🐀🐀🐀🐀

My guess - the rental agency had a tenant moaning at them, so they thought the easiest way to deal with it is to send you a letter so the tenant thought they were doing something.
Thanks, This is what I also think has happened.  At the end of the day it's only a letter and the neighbours rental agency can't do anything and neither can the council. Nothing can be proved that these vermin came from my house.  I think they just sent me a snotty letter to put the blame on me if anything got escalated. I've reported the house to the council and the rental agency to the property ombudsman. I don't expect them to do anything, I just wanted to cover myself in case the rental agency escalated it
Have you replied to them asking for their evidence, so that 'of course you'll take action if it's anything to do with you'?
You know - the right thing?
