IAS appeal dismissed

I had 2 PCN’s issued by Parkwatch for a parking contravention on the same day, location and circumstances. One of these appeals was upheld and the other dismissed, same story but discriminatory outcome for 1, just so they can rake in some money from me.
I had parked where I did due to groundwork’s being conducted on the parking bays where I normally parked, the building occupier had instructed me to park where I did whilst I was using their services.
I submitted my appeal to IAS as soon as Parkwatch had informed me about the dismissal of 1 of my appeals, and then contacted people to obtain evidence to support my case, but I was unable to attach these to my case as the operator responded to my appeal with their evidence and then forwarded the case to be considered by an adjudicator. I contacted IAS twice to say I wanted to submit my evidence to my case, but they kept responding that I cannot do this.
IAS have informed me of their decision, which was to dismiss my appeal due to lack of evidence.
Now that I have my supporting evidence how can I get my appeal overturned without going to court ?
I was going through a difficult period at the time of appeal and thought if I didn’t do it straight away I would forget.

You can not get it over turned
do nothing unless you get a court claim or you move.1 -
Surprised you got one IAS appeal upheld - they are not independent and I'm sure 95% of appeals are dismissed...1
