UKPC Brick wall! Help needed please!


I really hope someone can help me as I seem to have hit a brick wall with UKPC.
A few months ago I took my son to his regular hospital appointment at Oxford Nuffield - he attends numerous appointments a year since he was born nearly 7 years ago. We used his blue badge as usual. A while after his appointment I received a fine from UKPC. I appealed and sent my sons blue badge, the appointment letter and the review of the appointment to prove we were at the hospital. I called the hospital and asked if there had been changes and the receptionist wasn't sure! I visited the orthopaedic reception and the x-ray reception and no one asked me to put my car reg in etc.
I received the confirmation of appeal via email and the email stated if I didn't hear within 28 days to call this number. I called the number numerous times.
'press 2 for appeals' .... (automated voice) 'Please appeal online or send a letter, goodbye and it hangs up. There was no other way to get hold of a person. So I assumed they would get in touch at some point or my fine had been overturned.
A month later I then received a letter from a debt collector. Now charging me £150. I called this number and a rude lady said I had been sent a response via email from the appeal and they had halved the fine but as I didn't respond it had come through to them. I had not received any further contact from UKPC which I told her and she said 'well you have, it must be in your junk'. I check my junk box regularly and items still show prior to this date and nothing is there. She could only take payment no help at all other than to say that I could have appealed this to POPLA but the verification code has now expired. (I never received this verification code as I never received the response from my appeal)
I have called the national debt line, CAB, I have sent emails and letters to UKPC appeals and complaints and the debt collectors but I have had no response. The debt collectors have put the fine on hold for 7 days which is tomorrow and it is really stressing me out.
Anyone have any idea what I can do?

You could also get help from your MP outline the difficulties you're having trying to engage with the parking operator and debt collector.4 -
