Am I able to do a charge back?

Hi all,
Just wanted some advice before I raise a charge back for a payment I made via Visa Credit Card. I recently got my daughter a sim card and went to add it into one of my old phones to find it was network locked to EE so it wouldn't let me register the Lebara sim I had got for her. 

I went online to see if there was a way to get the network unlock code and unwisely paid £14.99 for this company to unlock it. It then turns out the £14.99 was just a check to see if the phone was 'eligible' for unlock which they then said it was and they wanted a further £49.00 to actually do the unlock.

Now I was rushing around trying to sort other stuff for my daughter's birthday and I foolishly paid this via credit card and later found out I could just contact EE and do it myself for free (Which I've subsequently) done and successfully Network unlocked it fine.

So I got back in touch with this company (mobile unlocks.com) and they've said the £14.99 was paid to check the eligibility as per their terms and conditions (ok not great but I will have to put that down to my stupidity) and that they don't offer refunds for the £49.00 and despite me stopping their 'unlock' service before it had finished I'm only due a credit note for a further phone unlock as they will not refund back to card as per their own terms and conditions. 

Now I've asked for the £49 as a refund to my card, I've escalated it to their 'manager' who is going to review this for me but it says it will take 3 to 5 days to review. 

Will I be in my rights to initiate a charge back for this payment and should I wait the 3 to 5 days now or just do it now with HSBC anyway?

    No chargeback rights.
    As you stopped them from providing the unlock service by going direct to EE.

    As it's a Visa card you would have to wait for 15 days after payment before any chargeback & non receipt of services, would most likely be rejected by retailer on above basis. If they did not then there is the chance they could go legal to reclaim funds.

    Can’t see there is a chargeback right anywhere. 

    This is a case of not reading what you’re signing up to.

    I can't see any rights to chargeback or make any other claim against the online service you chose to use.
    This seems like Buyer's Remorse.
    If you submit the chargeback via the bank, expect the company to reverse the chargeback.
