Likely that someone bought it, tried it at home, didnt like it for some reason and sent it back with water still in the tank. Its then sat there for an indeterminate period waiting for someone to buy it from the warehouse with the water remaining inside. Probably not a full tank but wet enough for corrosion.1 -

All items are used, returned, pre-owned, or open-box products. Amazon say they thoroughly test the functional and physical condition of each item and give each product a specific grade before selling it.0 -

and I would like to think that the photographic evidence would be sufficient
All you have got are damaged shirts and no proof as such that they were damaged by this particular iron!
That said, in a civil case you don't need "proof" (in the criminal sense) just evidence that the judge is likely to believe on the balance of probabilities.
Cleaning the iron so that it now works properly hasn't helped in preserving the chain of evidence.
I have to say I'd take the £13 they have offered or perhaps contact them once more and try and negotiate a slightly larger sum!0
