Regulations / rules for visibility of council carpark bay lines?

Hi, I'm trying to appeal a council car park penalty for two reasons - the first that the bay lines weren't visible and the second that, even if they were, I had a good reason to park over them - which is that the car next to me had done so and there were no other spaces available.
The bays in question were demarcated only by a change in the colour of the (poorly maintained / cleaned) brickwork marking the boundary. As the car next to me was already parked over the boundary, I didn't even see that. There was a pillar the other side of me.
From looking online, I've seen reference to rules about the visibility and maintenance of bays, but I can't find anything that looks applicable to council carparks. If anyone can point me in the right direction, it would be much appreciated.
