    Could is the word, it doesn't say will take court action.

    Hang on till sourcrates sees it and see what they say.

  • Is it possible that your partner was insured with 1st Central in October 2019 and made a claim and this outstanding amount represents her excess or she was involved in an accident where she was deemed at fault?

    Yes looks like a "threatogram", trying to mimic an LBA.

    Will they bother with court action for a measly £200? wait and see if an LBA turns up next month or not as the case may be.

    There is no prescribed form for the cover letter, just a list of points that must be covered.
    The Reply Form has a prescribed form, but the OP hasnt supplied a screenshot of that. "If the business does not get your reply form within 30 days, it could take you to court in relation to the debt." is a sentence included in the set Reply Form.
