Does a Survey and Scope of Works have to be completed prior to commencing a rip-out?

Hello,
My house suffered substantial water damage in September 2024. An emergency attended the property to do stabilisation and directed for a rip out of floors, skirting and kitchen.
The appointed loss adjuster recommended this course of action but would not authorise any rip out until liability was accepted by the insurer. Following a dispute, liability was accepted in November 2024. We then had a dispute about surveyors. Survey and scope of work was eventually done.
The rip out has not been done yet and the house has been empty or a year.
Any guidance on the process of rip outs, surveys and scope of work would be much appreciated.
