PCN for forgetting to display my permit. I'm disabled. Have tried appealing. How can I proceed?

OK so I have been given TWO PCNs in the last month for forgetting to display my permit. They are from the Parking Charge Management company.

The first PCN I have appealed twice now - through the company website and through IAS. (This was before I discovered this forum of course). I mentioned in my first appeal that I do have a permit and I live here, but that wasn't enough. I have now mentioned to them that I do have a medical diagnosis of ADHD which was the direct reason for me not displaying my permit. My IAS case is now awaiting adjudication and I am scared they will just keep jacking up the costs which are already at £100.

The second PCN I've also appealed, this time going into detail about the ADHD diagnosis off the bat and mentioning reasonable adjustments under the Equality Act 2010. Not only do I literally live here, I also have a chronic disability which severely impairs my working memory! It's unbelievably predatory.

I have received NO RESPONSE to the second PCN appeal, despite the first one being quickly rejected. I have mentioned to the IAS that I am willing to basically sue for discrimination.

What do I do now? I am scared they will just not respond for long enough that they can keep jacking up the costs. I need help! Thanks in advance!

    First of all - do not attempt to identify the driver- if this has happened then please say, its not the end of the world, if you have but it can dictate how to proceed

    Next, who is "Parking Charge Management company." 

    You said "I do have a permit and I live here"
    Is this your own space, or a space on a housing development etc?

    For the purposes of this question, forget about any signs or permits: what rights do you have to park there? Is there something in your lease/rental agreement/freehold/deeds that states this is your parking space/area?
