Can DVLA charge both Late Licensing Fee (LLP) and Out of Court settlement (OCS)?

Somehow forgot to pay road tax and got clamped a few weeks ago. Paid fine, paid tax, paid outstanding tax, paid fees to unclamp vehicle. All in one go.
Then couple of weeks later got a letter from DVLA stating I owe £104 for out of court settlement.
When I called about it and stated I paid all fines and sorted it all out that same day the lady was super vague and said that I could appeal.
I’m reading contradictory info online where some say you cannot be charged both LLP and OCS for the same offence.
Can anyone confirm or deny this please?

There are two offences
failing to tax or Sorn a car - LLP
keeping an untaxed car on a public road- OCS0
